The Law And You: Ship's Regulations
The ISEO Endeavour follows a form of maritime law defined by the International Stellar Exploration Organization - it's 'Ship's Regulations'. ShipRegs are intended to cover a broad range of generally illegal situations but may not cover all situations.
These regulations represent various violations of behavior aboard the ISEO Endeavour, and how they are punished, generally by confinement in the brig, or other non-judicial punishments. This document is approved by the ISEO in accordance with the Geneva Convention.
- Repeated violations of these regulations may carry increasingly harsher punishments. A violation of ship’s regulations can not be applied twice if multiple violations occurred close to each other - within five minutes. This means one can’t stack charges unless they are separate incidents.
- All members of the crew are entitled to arbitration by either the Commanding Officer, the Executive Officer, or the Chief of Security. These listed individuals have the right to refuse to arbitrate on behalf of the accused crew member.
- Security officers should update a crew member's records with each violation of the ship’s regulations as they are processed.
- All sentient beings aboard the Endeavour are to be held to these regulations with the only exceptions being foreign diplomats. In cases of a diplomat committing a regulation violation - central command should be faxed prior to any sentencing.
- For all violations above SR1XX, A warrant must be issued.
- Warrants must be issued for any kind of search.
- You should endeavor to always make sure that individuals end up in the common brig if they're not really a risk, locking people into the anti-roleplay boxes near the armory is a dick move.
- Any regulation with a * Only applies to ISSC members or Espatiers.
Punishments
- Nonjudicial punishments (NJPs) may be issued to any member of the crew by their department head or senior members of said department. These are generally undesirable activities, such as janitorial duty, excessive physical exercise, or ‘creative’ punishments.
- A crewmember may refuse an NJP, in which case a fine or brig time should be substituted.
- A fine may be issued as well, generally not exceeding 250 thalers for Minor violations. Fines are rarely, if ever applied for Moderate or Major violations. A good rule of thumb is 25 thalers for each minute in the brig. Fines should be directed onto the ships Executive or Commanding Officer to be deposited into the ship’s account.
- Brig time is the usual punishment for most violations. This should need little explanation - the crew member is detained, searched, and put in a cell for the proper amount of time.
- Being Relieved from Duty is also an acceptable punishment, in certain cases. This can only be applied to Officers by the CO or XO in their absence, or to Enlisted personnel by department Officers.
- Higher crimes carry more severe punishments, such as Confinement Until Jump (CUJ), Tracking Implants, Discharge from Service, Execution, or Marooning.
- A prisoner confined until jump should be put in the ship’s permabrig after being searched thoroughly. A tracking implant may be administered after a person has served a sentence for a Major/Moderate violation of ShipRegs. Egregious violations of the regulations may warrant immediate discharge from service.
- Execution may only be carried out in extremely extenuating circumstances or after a tribunal.
- Judicial Executions may only be carried out after a tribunal finds the accused guilty.
- Summary Execution is only to be used in extreme or otherwise extenuating circumstances.
- Executions must be painless and humane. Acceptable methods of execution are: Firing Squad, Lethal Injection, Spacing.
- A doctor should be on scene to confirm absence of lifesigns and transport the body.
- Confinement Until Jump is preferable to execution in all cases. Execution should only be considered if the prisoner is unable to be reasonably contained or presents an immediate, severe danger to the crew or ship.
- Marooning is acceptable in place of execution or Confinement Until Jump.
- Marooning may ONLY be carried out if there is a reasonably habitable planet nearby.
- Any marooned individuals should be given no less than three days rations and water, and may be issued a weapon if they are nonviolent.
Tribunals
A tribunal must be held to sentence someone to execution. A tribunal consists of three officers, or preferentially, three heads of staff. Tribunals should be convened only when there are no elsewise pressing situations and call for Dress Uniforms for all in attendance.
The accused may request a defense, or defend themselves. A member of the Ship's security contingent will present the evidence against the accused, then allow the accursed's defense - if any - to counter the evidence. The Tribunal may render a guilty or non-guilty verdict.
Parole
| General Parole | General parole refers to the standard procedure of paroling prisoners. Prisoners should be outfitted with a tracking implant and should be given an off-duty civilian ID unless their job is reinstated by the Commanding Officer. The parolee may also receive a chemical implant at the discretion of the Brig Chief or Chief of Security.
Before parole the prisoner should undergo psychiatric evaluation with the assistance of the mentalist or CMO if present. |
| Emergency Parole | Emergency parole should be given in cases where the brig is no longer safe for prisoners. Parole should be given effective immediately in such a situation; all prisoners paroled should receive tracking implants.
Parolees may be ordered to report back to the brig once the situation is resolved if they have not undergone a psychiatric evaluation or proper command approval for parole. |
| Specialty Parole | Specialty parole should only be issued at the discretion of Central Command. Specialty parole varies from case to case, stipulations and procedure will be given by Central Command.
The prisoner should still be tracking implanted while chemical implants should not be given without permission from Central Command. The prisoners’ job may be restored to them if permitted by Central Command or the Commanding Officer. |
Modifiers
| Cooperation / Compliance | This modifier should be issued if a suspect cooperates with security staff.
Examples include: Willfully surrendering oneself, aiding in investigation/search meaningfully or so forth. |
In cases of minor crimes, such as vandalism, littering or so forth - the subject should have their timer negated and be released with a verbal warning.
Moderate or more severe minor crimes should result in a 25-50% decrease in time on the perpetrators timer. In the case of a major crime Security should consider general parole if the prisoner is fit for such action. |
| Self Defense | This modifier applies to those arrested in cases of battery, assault or, in rare cases, aggressive assault.
Proper evidence is needed to prove one's intent such as eyewitness testimony and/or physical evidence. |
If self defense is adequately proven charges against the subject should be dropped.
Any negative security records reflecting the crime should be properly amended. |
| Blackmail / Subversion | This modifier applies to suspects that have evidence to prove they were either blackmailed into a crime or if they were subverted in some shape or way to act abnormal compared to their average behavior.
Evidence such as: Recordings, transcripts, emails or physical evidence should be provided. Subversion ranges from mind-altering drugs, psionic intervention or so forth. Cases are rare and unknown; officers should use discretion and psychiatric help. |
While awaiting evidence or in cases of lack of evidence the subject should be put into extended confinement. Upon being provided substantial evidence precautions should be taken to keep the subject safe.
Tracking implants may be issued or, if in serious danger, the victim may be held by security in extended confinement for their own protection and well-being. |
| Repeat Offender | This modifier should be applied to subjects that repeatedly commit the same or otherwise similar crimes.
These crimes should not exceed minor to moderate offenses. This modifier should only be applied upon repeating an offense already brigged or warned for. |
The brig timer on the perpetrator should not be increased on the second offense.
On the third repeated offense the perpetrator should have an additional 5-10 minutes added to their brig timer depending on the severity of the crime. Upon fourth repeated offense the perpetrator should be relieved of duty on top of their existing charge. Psychological treatment is suggested. Upon fifth repeated offense the offender may be placed in permanent holding and transferred to port authorities upon arrival. |

SR1XX
These violations are minor misdemeanors, generally punished with a fine or a small amount of brig time.

These violations are more serious crimes, generally punished with brig time only.
